1. Purpose

Investing in Infrastructure (3i) is requesting proposals from qualified consultants to conduct a detailed assessment of the potential for developing wind energy resources in Cambodia. This document contains 3i’s detailed requirements for consultants’ proposals to be received and evaluated.

2. Investing in Infrastructure (3i) program summary

Investing in Infrastructure (3i) is a five year, nationwide, social investment program funded by the Australian Government and being implemented by Palladium. The program is designed to promote and catalyse business growth in the infrastructure sector of Cambodia.  It will expand the delivery of key infrastructure services by partnering with the private sector to expand household and business access to utilities and other services. This will create new enterprise opportunities in rural towns and more remote parts of Cambodia, and will generate health and welfare benefits for Cambodians, including the poor.

3i will catalyse business investments in ways that incentivise them to expand service coverage as rapidly as possible, and to sustainably operate and maintain the systems to the highest standards.  The program will achieve this through the following models of partnership with businesses and other actors in chosen sectors:

  1. Co-funding infrastructure in direct partnership with private operators
  2. Facilitating co-investment with private equity and/or social impact funds
  3. Catalytic interventions to address infrastructure market constraints
  4. Interventions for policy support and development of the enabling environment for infrastructure
3. Project requirements

3.1. Project background

In 2018 3i initiated support to the RGC to improve the enabling environment for private sector investments in infrastructure. These activities included assistance to Ministry of Mines and Energy (MME), Electricite du Cambodge (EDC) and Electricity Authority of Cambodia (EAC) and the establishment of a Technical Working Group.

The Technical Working Group (TWG) has been created to prepare the Draft Renewable Energy Master Plan 2019-2030 (RE Plan).  This RE Plan will inform renewable energy inputs into the National Power Development Plan (NPDP) of the RGC in the same period. This RE Plan will contribute to realizing the priority goals of the RGC in developing the electricity sector in Cambodia.

The work undertaken under this RFP and project is one of four components endorsed for the scope of work of the TWG.

3.2. Desired outcomes

As a result of this project, the consultant will deliver a comprehensive study of the potential of developing wind energy resources in Cambodia.

3.3. Scope of services

The objective of this project is to assess the total capacity potential for installing wind energy in Cambodia in the short, medium and long term. The activities will assist the TWG and MME with the update of the NPDP 2019-2030 and provide input for renewable energy resources to be included in the plan. The activities will also form a key component of the RE Plan to be developed by the TWG.

Specifically, the consultant will be required to:

  • Determine potential for wind energy based on all available data on wind resources in Cambodia
  • Create scenario analysis for adding wind energy into the National Power Development Plan of Cambodia
  • Explore how wind energy can complement planned energy generation mix
  • Policy and regulation to support the development of wind energy in Cambodia
  • Analyse grid integration issues for wind energy (Technical analysis to be provided by ADB TA Facility[1])
  • Cooperate with current and future wind projects to collect and integrate additional data
  • Present an overview of global and regional best practices for pricing, regulation and tariffs, and application to local market conditions
  • Identify policy, regulation and tariff tools to support the development of desired levels of wind energy installations in Cambodia

The assignment should at least cover the following key components:

  • Data collection (with the support of 3i and the TWG)
    • Collection of aggregate data on wind resource from available public data sources
    • Collection of detailed wind data, where available, for specific high potential areas
      • Note that the consultant is not required to install any measuring equipment for this but should rely on measurements already done
  • Analysis of resource potential and development scenarios for wind energy
    • Estimate the wind resource in Cambodia based on all available data sources
      • Extrapolation of potential from available data sources, and collection of relevant data where needed in the event that limited data is available
    • Estimate the total potential for wind energy in Cambodia, taking into consideration all areas that have good wind potential while taking into account both nearby demand, overall national demand, and current and planned transmission network
    • Create wind energy scenarios with a base case, low, medium and high wind energy case for developing wind energy with targets for 2022, 2025 and 2030
    • Investment and financial viability analysis for the installation of wind energy based on available wind resource, available wind energy technology and current regional and global price levels for wind energy
  • Analysis of complementarity between wind and other energy generation resources
    • Investigate how wind can complement the generation profile of existing energy generation resources in Cambodia, including planned thermal and hydro power and scenarios for future development of solar energy, including:
      • Analysis of changing seasonal generation profiles in the dry and rainy season
      • Intra-day complementarity with daytime peak demand and other available daytime generation resources including solar energy and other peak generation assets
      • For each proposed wind scenario, asses the risk of surplus generation with existing and committed generation resources
    • Analysis of potential issues with integrating wind into transmission grid
      • Carrying out a study of the following issues:
        • Power system dispatching
          • Power system reliability
          • Sufficient ramping capability
          • Unit-commitment
          • Dispatching reserves
        • Power Flows
          • Impact on line loading levels
          • Steady state contingency analysis
        • Frequency Stability
          • Inertial response
          • Primary & secondary responses
        • Voltage Stability
          • Small signal / steady state analysis
          • Large signal / disturbance
        • Rotor Angle Stability
          • Transient stability
          • Oscillatory stability
        • Fault / Protection Assessments
          • Short circuit currents
          • Implications for protection settings of all equipment
        • Coordinate work with ADB TA activity and where possible carry out the analysis under the ADB TA activity
          • Develop scope of information required and information request ADB TA activity
  • Analysis of policy and tariff tools to support proposed wind energy scenarios
    • Propose relevant policy and tariff tools which could unlock development of wind energy installations for each scenario proposed
  • GIS software mapping
    • Use GIS software to do mapping of all relevant data including identified market sizing and potential, transmission grid and capacity constraints and any relevant data from the analysis below

3.3. Deliverables

  1. A detailed research framework, to be discussed and agreed with 3i before the commencement of work
  2. A complete set of all collected data in excel format with relevant structure, tags and formatting
  3. GIS mapping data, in KML format compatible with Google Earth software, or other relevant tools available
  4. A detailed draft report in a format and structure to be agreed, covering all components of the assignment listed above and carried out for the assignment
  5. A presentation to the TWG and other relevant government energy agencies including MME, EAC and EdC as requested
  6. Participation in up to two stakeholder dissemination and consultation workshops
  7. A detailed final report based on the draft report and incorporating comments from TWG, government energy agencies and other stakeholders

3.4. Consultant profile

We expect that the supplier selected to undertake this project will have as a minimum the following capabilities:


  1. Deep expertise and experience in energy, energy planning, and assessing energy infrastructure markets
  2. Expertise in renewable energy, including knowledge of key renewable energy technologies, experience in renewable energy power systems development, energy efficiency, policy and planning
  3. A track record of doing energy consulting projects for government energy agencies ASEAN and Southeast Asia
  4. Performed studies in markets with similar levels of solar and renewable energy development
  5. Access to regional and global data on renewable energy markets and in particular benchmarking data on renewable energy development in the region
  6. A solid understanding of the current project and able to advise 3i on a detailed research framework
  7. Excellent analytical skills and high level written and oral communications skills
  8. Ability to staff the project with senior professionals who have graduate or post-graduate degrees and relevant professional experience within energy infrastructure and renewable energy sectors
  9. Ability to manage complex projects with tight deadlines, prioritise effectively and deliver on time


  1. Prior experience with energy consulting projects for government energy agencies in Cambodia
  2. Prior experience with DFAT projects
  3. Previous experience in conducting similar analysis, and experience with international organizations

3.5. Timeframe

The project is expected to be undertaken from 1st March to 15th May 2019 when draft deliverables must be ready.  Presentation of draft, findings, analysis and conclusions; stakeholder workshops and preparation of final deliverables must be completed by 30th June 2019.   The consultant’s ability to meet the required timeframe will be a key selection criterion.

4. How to submit proposals

Interested suppliers must use the 3i Response Form to submit their proposals. The Response Form is available for download from here and can also be requested via email  Any other forms submitted will not be reviewed. Proposals must address all seven components as follows:

  • Detailed company profile and description of organisational capacity
  • Description of relevant, past project experience in last 5 years with details of project scope, role, client and location of project
  • Comments and/or suggestions on the terms of reference
  • Description of the approach and methodology for the assignment including a detailed workplan with timeline, and resource allocation
  • Team composition, task assignments and level of effort
  • Details of nominated team members with description of capabilities, education, and relevant project experience
  • Financial proposal for undertaking the project.  Consultants are required to provide an all-inclusive lump sum figure and detail assumptions underpinning the pricing.
    • Note that payment milestones will be negotiated with the successful supplier but indicatively may be made upon completion of the following key milestones: (1) Completion and approval of project workplan, (2) completion of draft deliverables, and (3) completion of all consultation workshop and completion of final deliverables
5. Evaluation

3i will use an objective and reliable process to evaluate all proposals. Responses to this RFP will be evaluated based on:

  1. Compliance with this Request for Proposals (RFP)
  2. Understanding of and ability to meet the requirements and deadlines as specified
  3. Overall value for money including:
    • Capability and capacity of particular individual(s) and overall team that are nominated to perform the services
    • Approach to the provision of the services specified in this RFP
    • Company expertise and experience with delivery of projects similar in nature to this RFP
  4. The fee to be charged for providing the Services.

7. Further information

Respondents are required to comply with all terms and conditions set out in this RFP. No unsuccessful Respondent will be entitled to any redress against 3i and Palladium in the event that 3i and Palladium enters into an agreement with any other Supplier or person.

8. Terms and conditions

8.1. Potential suppliers should ensure that they understand and can comply with the terms outlined below.

8.2. All responses must be received by 4.00pm ICT on 15 February 2019 by email to with “Potential for wind energy in Cambodia” in the subject line.

8.3. Any responses received after this time and date will NOT be considered.

8.4. All responses must be submitted using the 3i Response Form available for download via link from here.

8.5. The Response Form shall be submitted in English.

8.6. All services will be subject to the terms and conditions outlined in a purchase order or contract to be negotiated between the successful supplier and 3i.

8.7. The successful Respondent will be required to adhere to and sign a Palladium Business Partner Code of Conduct, a copy of which will be made available in the contracting stage.

8.8. Payments will be made upon lodgement of a valid supplier invoice and in accordance with the purchase order or contract.

8.9. Unsuccessful suppliers will be advised by email and letter as soon as 3i has made the final decision; no further correspondence will be entered into.

8.10. All services must be supplied within the timeframes specified in the purchase order or contract agreement. If for any reason the supplier cannot supply the services in this time frame, 3i will have the option of declaring the contract void and selecting another supplier to meet its needs.
